{"id":15052,"date":"2023-04-28T15:00:52","date_gmt":"2023-04-28T13:00:52","guid":{"rendered":"https:\/\/www.cbcsd.cz\/?p=15052"},"modified":"2023-04-26T15:55:34","modified_gmt":"2023-04-26T13:55:34","slug":"energy-storage-the-centrepiece-of-european-decarbonisation-energy-commissioner-says","status":"publish","type":"post","link":"https:\/\/www.cbcsd.cz\/en\/energy-storage-the-centrepiece-of-european-decarbonisation-energy-commissioner-says\/","title":{"rendered":"Energy storage the \u2018centrepiece\u2019 of European decarbonisation, energy commissioner says"},"content":{"rendered":"<p><strong>Kadri Simson, the European Commission\u2019s (EC\u2019s) commissioner for energy, has described energy storage as vital for the energy transition, yet often \u201coverlooked\u201d in plans and strategies.<\/strong><\/p>\n<p>Simson made the remarks yesterday in a speech to open a debate with Members of European Parliament (MEPs) on the role of energy storage in the European electricity system, that the commissioner said was \u201ctimely and necessary\u201d.<\/p>\n<p>The commissioner also presented the EC\u2019s latest proposals on energy storage.<\/p>\n<p>While the description of energy storage used included gas reserves and the need to fill them up again ahead of next winter, the debate focused also on European energy security and decarbonisation. Commissioner Simson referred to the need for flexibility resources, which electricity storage using batteries can provide.<\/p>\n<p>\u201cWe have a lot of topics on our agenda. But storage is the centrepiece for building a decarbonised, flexible and cost-effective energy system, through electrification and energy system integration,\u201d Simson said.<\/p>\n<p>Storage is also key to achieving the aims of the REPowerEU plan, the Europe Union (EU) strategy to reduce the bloc\u2019s reliance on imported Russian gas and ramp up renewable energy targets, Simson said, including renewable energy and hydrogen development.<\/p>\n<p>\u201cBut the fact is that the role of storage is often overlooked,\u201d Simson said.<\/p>\n<p>This last point is certainly true on the evidence of some previous EU pronouncements on energy: for instance, energy storage was left out of early drafts of the REPowerEU plan, as well as from draft proposals for the EU\u2019s Electricity Market Design reforms.<\/p>\n<p>As reported by <em>Energy-Storage.news<\/em> however, and perhaps due in part to input from the industry and advocates, in both cases, later versions of the plans were revised to feature explicit treatment of energy storage.<\/p>\n<p>Energy storage does however have friends or allies in the EU government: case in point being a 2020 report spearheaded by Austrian MEP Claudia Gamon which <a href=\"https:\/\/www.energy-storage.news\/european-parliament-votes-overwhelmingly-to-adopt-energy-storage-strategy-in-clean-energy-plans\/\" target=\"_blank\" rel=\"noreferrer noopener\">proposed putting energy storage and hydrogen at the heart of the energy strategy conversation<\/a>.<\/p>\n<p><a href=\"https:\/\/www.energy-storage.news\/energy-storage-should-be-a-key-topic-of-eu-energy-policy-meps-say\/\" target=\"_blank\" rel=\"noreferrer noopener\">Gamon spoke later in 2020 on the topic<\/a>, in a webinar hosted by the European Association for Storage of Energy (EASE) and together with MEPs from three other countries and Dr Tudor Constantinescu, Principal Adviser to the Director-General for Energy in the European Commission.<\/p>\n<p>Simson yesterday noted that the Austrian MEP\u2019s report brought energy storage into focus \u201cand set in motion a systematic work by the Commission\u201d.<\/p>\n<p>\u201cWe examined the relevant technologies, the barriers to their deployment to market, the gaps in the regulatory framework,\u201d Simson said.<\/p>\n<a class=\"mwm-aal-item\" name=\"commissions-proposals\"><\/a><h2 id=\"h-commission-s-proposals\">Commission\u2019s proposals<\/h2>\n<p>\u201cToday, I am delighted to present you the results of this work and the latest set of Commission proposals on energy storage,\u201d the commissioner continued.<\/p>\n<p><strong>Electricity Market Design <\/strong><\/p>\n<p>As regular readers of this site will know, the reform of Europe\u2019s electricity markets and their design has been a hot topic that industry players like <a href=\"https:\/\/www.energy-storage.news\/european-energy-strategy-must-reconcile-the-need-for-flexibility\/\" target=\"_blank\" rel=\"noreferrer noopener\">Fluence have weighed in on with proposals of their own<\/a>.<\/p>\n<p>Simson noted that the reforms put provisions to boost <a href=\"https:\/\/www.energy-storage.news\/european-commissions-raised-ambition-for-energy-storage-in-electricity-market-design-welcomed-with-caveats\/\" target=\"_blank\" rel=\"noreferrer noopener\">\u201cadvanced storage and flexibility technologies\u201d at the core of the market framework<\/a>. Member States and electricity system operators will be required to assess the need for flexibility services in their national energy systems over five-year timeframes.<\/p>\n<p>National objectives for flexibility coming from non-fossil fuel resources would need to be established, while Member States would be allowed to introduce mechanisms to support those non-fossil fuel resources or integrate them into capacity markets.<\/p>\n<p>Meanwhile system operators could procure flexibility services during peak hours of system demand, use smart metering to determine the need for flexibility, and introduce network tariffs to incentivise flexibility.<\/p>\n<p><strong>Commission recommendation on energy storage<\/strong><\/p>\n<p>The EC published a recommendation document in March that was referred to by one industry source as a \u201cde facto\u201d energy storage strategy for the EU. As Simson said yesterday, the Staff Working Document <a href=\"https:\/\/www.energy-storage.news\/energy-storage-to-underpin-eus-secure-and-decarbonised-energy-system-through-new-strategy\/\" target=\"_blank\" rel=\"noreferrer noopener\">highlighted the value of energy storage and featured a 10-point plan<\/a> on how to remove barriers to and maximise energy system participation for storage resources.<\/p>\n<p><strong>Network code <\/strong><\/p>\n<p>Finally, Simson pointed out that Europe\u2019s association of transmission system operators, ENTSO-E, was requested by the EU in March to begin developing a new network code.<\/p>\n<p>\u201cThis will further support the development of demand response, including rules on aggregation, energy storage and demand curtailment, and address remaining regulatory barriers. And it will be an important step towards the use of flexibility services, in particular by system operators,\u201d Simson said.<\/p>\n<a class=\"mwm-aal-item\" name=\"no-european-energy-transition-without-storage\"><\/a><h2 id=\"h-no-european-energy-transition-without-storage\">\u2018No European energy transition without storage\u2019<\/h2>\n<p>\u201cThere will be no energy transition without energy storage!\u201d MEP Claudia Gamon <a href=\"https:\/\/twitter.com\/dieGamon\/status\/1648281332068253696?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">tweeted<\/a> after the debate.<\/p>\n<p>\u201cAlmost 3 years after my report on the topic, we finally have two relevant documents from the Commission that will hopefully move things forward.
