{"id":19345,"date":"2026-02-09T20:18:47","date_gmt":"2026-02-09T18:18:47","guid":{"rendered":"https:\/\/www.cbcsd.cz\/?p=19345"},"modified":"2026-02-09T20:21:03","modified_gmt":"2026-02-09T18:21:03","slug":"unlocking-eur-3-billion-for-investment-opportunities-in-the-decarbonisation-of-buildings-and-road-transport","status":"publish","type":"post","link":"https:\/\/www.cbcsd.cz\/en\/unlocking-eur-3-billion-for-investment-opportunities-in-the-decarbonisation-of-buildings-and-road-transport\/","title":{"rendered":"Unlocking EUR 3 billion for Investment Opportunities in the Decarbonisation of Buildings and Road Transport"},"content":{"rendered":"<p>On 4 February 2026, <strong>the European Investment Bank has agreed on a\u00a0ETS2 Frontloading Facility <\/strong>(<strong>\u201cFacility\u201c<\/strong>), <strong>jointly developed with the Commission, making\u00a0EUR 3 billion available to accelerate investments in the decarbonisation of sectors covered by the\u00a0new EU\u2019s emissions trading system <\/strong>(<strong>\u201cETS2\u201c<\/strong>)<strong>, notably\u00a0buildings and road transport<\/strong>. This will allow Member States that have transposed ETS2 to access the funding and pre-finance programmes before the\u00a0new system kicks off in 2028 and revenues are collected.<\/p>\n<p>The frontloaded funding will mainly\u00a0<strong>drive investments in cleaner heating and cooling and reduce energy demand in homes and buildings in the EU<\/strong>. It will ensure that the transition in ETS2 sectors is both socially fair and economically efficient, and supports the EU\u2019s climate and energy objectives. Future investments will\u00a0<strong>directly benefit low- and middle-income households\u00a0making clean solutions more affordable for citizens<\/strong>, in line with the objectives of the Social Climate Fund national Social Climate Plans.<\/p>\n<p>The Facility will also support measures to encourage <strong>a shift to public and shared transport, improve multimodality and expand e-mobility schemes<\/strong>. It will also help accelerate the uptake of zero-emission vehicles, e-bikes, and the deployment of recharging and refuelling infrastructure.
