{"id":19738,"date":"2026-03-09T00:39:09","date_gmt":"2026-03-08T22:39:09","guid":{"rendered":"https:\/\/www.cbcsd.cz\/?p=19738"},"modified":"2026-03-09T00:40:59","modified_gmt":"2026-03-08T22:40:59","slug":"council-gives-final-green-light-on-2040-climate-target","status":"publish","type":"post","link":"https:\/\/www.cbcsd.cz\/en\/council-gives-final-green-light-on-2040-climate-target\/","title":{"rendered":"Council Gives Final Green Light on 2040 Climate Target"},"content":{"rendered":"<p>On 5 March 2025, <strong>the Council formally adopted the amended European climate law, introducing a binding intermediate climate target, for 2040, of a 90% reduction in net greenhouse gas (GHG) emissions compared to 1990 levels<\/strong>. This new target strengthens the EU\u2019s path towards achieving climate neutrality by 2050 across all sectors of the economy. The amended climate law also <strong>shifts the date for <\/strong>the EU emissions trading system for road transport, buildings and other sectors<strong> (ETS2)<\/strong> to become fully operational by one year, moving it\u00a0<strong>from 2027 to 2028<\/strong>.<\/p>\n<p><strong>From 2036 onwards,\u00a0high-quality international credits\u00a0may be used\u00a0up to a limit of 5%<\/strong>\u00a0of 1990 EU net emissions to make an adequate contribution towards the 2040 target in a way that is both ambitious and cost-efficient. <strong>This means that at least\u00a085 %\u00a0of GHG emissions reductions must be achieved within the EU<\/strong>. Credits must be based on credible activities of GHG reduction in partner countries, in line with the Paris agreement.<\/p>\n<p>The amended European Climate Law <strong>sets out further key elements<\/strong> the Commission must consider <strong>when preparing its legislative proposals for the post\u20112030 period<\/strong>, with a focus on competitiveness, simplification, social fairness, energy security and affordability, alongside other priorities. Among these elements are:<\/p>\n<ul>\n<li><strong>EU-based\u00a0permanent carbon removals<\/strong>(processes that involve capturing carbon dioxide from the atmosphere and storing it durably) to compensate for residual hard-to-abate emissions under the EU emissions trading syst\u00e9m; and<\/li>\n<\/ul>\n<p><strong>Enhanced flexibility\u00a0within and across sectors<\/strong> and instruments, to support the achievement of targets in a simple and cost-effective way<\/p>\n<p><strong>This adoption marks the\u00a0final step\u00a0in the legislative process<\/strong>. The amended regulation will enter into force 20 days after its publication in the Official Journal of the European Union and will apply directly in all EU countries.
