{"id":19876,"date":"2026-03-23T15:28:57","date_gmt":"2026-03-23T13:28:57","guid":{"rendered":"https:\/\/www.cbcsd.cz\/?p=19876"},"modified":"2026-03-23T15:32:25","modified_gmt":"2026-03-23T13:32:25","slug":"council-agrees-position-to-improve-rules-on-artificial-intelligence","status":"publish","type":"post","link":"https:\/\/www.cbcsd.cz\/en\/council-agrees-position-to-improve-rules-on-artificial-intelligence\/","title":{"rendered":"Council Agrees Position to Improve Rules on Artificial Intelligence"},"content":{"rendered":"<p>On 14 March 2026, \u00a0<strong>the<\/strong> <strong>Council agreed its position on the proposal to streamline certain rules regarding\u00a0artificial intelligence (AI) <\/strong>(<strong>\u201cProposal\u201c<\/strong>) which forms part of the so-called\u00a0<strong>\u201c<\/strong>Omnibus VII\u201d\u00a0legislative package in the EU\u2019s\u00a0simplification\u00a0agenda. The package includes <strong>proposals for two regulations aiming to simplify the EU\u2019s digital legislative framework and the implementation of harmonised rules on AI<\/strong>. The Council\u2018s negotiating mandate on draft regulation on the simplification of the implementation of harmonised rules on AI (Digital omnibus on AI) is available at this <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-7322-2026-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">link<\/a>, and Commission\u2018s proposal for Regulation on the simplification of the implementation of harmonized rules on artificial intelligence of 17 November 2025 at this <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-15708-2025-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>The Proposal contains <strong>the<\/strong> <strong>extension of the timeline for applying rules on high-risk AI systems by up to 16 months<\/strong>, so that the rules start to apply once the Commission confirms the needed standards and tools are available. The Commission also proposed further <strong>targeted amendments to the AI Act<\/strong> that would extend certain regulatory exemptions granted to SMEs also to small mid-caps (SMCs), reduce requirements in a very limited number of cases, extend the possibility to process sensitive personal data for bias detection and mitigation, <strong>reinforce the AI Office\u2019s powers and reduce governance fragmentation<\/strong>.<\/p>\n<p>The Council mandate also adds a new provision in the AI Act, <strong>prohibiting AI practices regarding the generation of non-consensual sexual and intimate content or child sexual abuse material<\/strong>. The text also introduces a fixed timeline for the delayed application of high-risk rules: the new application dates would be 2 December 2027 for stand-alone high-risk AI systems and 2 August 2028 for high-risk AI systems embedded in products. Furthermore, the Council mandate reinstates the <strong>obligation for providers to register AI systems in the EU database for high-risk systems<\/strong>, where they consider their systems to be exempted from classification as high-risk.
