It emphasises that future neighbourhood development should combine <strong>environmental sustainability, affordability, and quality of life<\/strong>, while fostering <strong>stronger community participation<\/strong> and <strong>innovation<\/strong>. The Recommendation is available at this <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-9128-2026-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>The Council outlined in the Recommendation <strong>the following eight key areas for action:<\/strong><\/p>\n<ul>\n<li>Integrating <strong>the principles of sustainability, inclusivity, and aesthetics<\/strong> into all relevant policies and funding programmes;<\/li>\n<li>Building a <strong>circular and sustainable built environment<\/strong>, by prioritising renovation over demolition and the use of sustainable materials to minimise environmental impact;<\/li>\n<li>Actively <strong>engaging citizens <\/strong>in the transformation of their neighbourhoods, including using digital tools for an inclusive co-design;<\/li>\n<li>Harnessing the <strong>power of arts, culture and education <\/strong>by recognising and supporting the vital role of artists in driving innovation and the clean transition;<\/li>\n<li>Strengthening <strong>education and training programs<\/strong> within the EU and beyond to equip workers with the skills needed for sustainable construction and renovation;<\/li>\n<li>Raising<strong> awareness of the NEB and its benefits<\/strong>, including by supporting the NEB label (to be developed by the Commission) and the NEB community made up of almost 2000 local and international organisations;<\/li>\n<li>Improving<strong> access to funding<\/strong> through the NEB facility (under Horizon Europe) and attracting private investment for NEB projects; and<\/li>\n<li>Ensuring <strong>cross-sectoral and multilevel coordination and international collaboration<\/strong>, including support for Ukraine\u2019s reconstruction.<\/li>\n<\/ul>\n<p>For businesses, the Recommendation signals with regard to NEB <strong>increasing opportunities in sustainable construction, urban regeneration, and green infrastructure<\/strong>, alongside growing expectations for integrating ESG considerations into built environments.
