Policies and regulations must create a “win‑win” for businesses, workers and citizens, ensuring that circular practices are not only environmentally beneficial but also economically viable and socially inclusive. The transition is positioned as a driver of prosperity, competitiveness and climate protection. The reports are available at these links: here and here.

Scaling circular business models remains a major challenge. Companies that embed circularity into their operations face significant barriers to growth, limiting the widespread adoption of such models. The EEA identifies three essential scaling pathways: scaling out (expanding markets and customers), scaling up (transforming structural and regulatory frameworks), and scaling deep (driving behavioral and cultural change among consumers).

At the same time, the transition must ensure a just and inclusive labour market. While the circular economy has strong job‑creation potential – including up to 500,000 jobs in remanufacturing by 2030 – the focus must be on high‑quality, fair and inclusive employment, alongside skills development and equal opportunities. Social fairness is therefore described as equally important as economic and environmental goals.

Looking ahead, the EEA stresses the need to move beyond waste‑focused models toward solutions that extend product lifetimes and promote reuse, such as repair, leasing and sharing models. Enabling this shift will require better regulation, innovation, financing, and behavioural change, supporting the broader objectives of the forthcoming EU Circular Economy Act and accelerating Europe’s circular transition.

On 21 May 2026, the European Environment Agency (“EEA“) issued two reports on circular economy — one which looks at the barriers and … Číst více

[577
