The full wording of the decision approving the Plan is available at this <a href=\"https:\/\/data.consilium.europa.eu\/doc\/document\/ST-9075-2026-INIT\/en\/pdf\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>The Plan is financed through the <strong>Social Climate Fund<\/strong>, combining <strong>EUR 663 million from EU funds<\/strong> with national contributions. It aims to address the social impacts of rising energy and transport costs linked to carbon pricing, ensuring that the transition remains <strong>fair and inclusive<\/strong>.<\/p>\n<p>In the <strong>buildings sector<\/strong>, the Plan supports energy efficiency renovations, covering <strong>50\u201385% of costs<\/strong>, and expands access to affordable, energy-efficient social housing. It also establishes <strong>Energy Advisory Hubs<\/strong> to provide targeted assistance to vulnerable households.<\/p>\n<p>In the <strong>transport sector<\/strong>, the Plan promotes sustainable mobility through support for <strong>electric vehicles, charging infrastructure, public transport, and micro-mobility solutions<\/strong> such as cycling.
