The agreement is intended to strengthen the reserve ahead of the full launch of ETS2 in 2028 and to make the future carbon market more stable and predictable. The full Council press release is available at this <a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2026\/06\/11\/ets2-market-stability-reserve-council-and-parliament-reach-provisional-agreement\/\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>According to the Council, the agreement confirms the core elements of the Commission proposal and responds to the need to <strong>reduce volatility, improve market predictability and address excessive price increases<\/strong>. One of the key changes is the extension of the <strong>market stability reserve beyond 2030<\/strong>, helping preserve price stability over the longer term.<\/p>\n<p>The provisional agreement also strengthens the existing <strong>price control mechanism<\/strong>. Specifically, it doubles the number of allowances that can be released when the carbon price exceeds <strong>EUR 45 per tonne of CO<sub>2 <\/sub>equivalent<\/strong> (in 2020 prices), increasing the release from <strong>20 million to 40 million allowances<\/strong>. It also introduces a more gradual release mechanism when the number of allowances in circulation falls below 260 million, reducing the risk of abrupt market reactions linked to threshold effects.<\/p>\n<p>In addition, co-legislators agreed that the Commission\u2019s future review of the reserve should consider <strong>the volume of<\/strong> <strong>remaining allowances in the reserve<\/strong>. They also included a broader review of ETS2, including a detailed assessment of the <strong>price stability mechanisms<\/strong> and of how ETS2 revenues are used to support <strong>climate and energy transition measures in buildings and road transport<\/strong>.
