The full text of the proposal is available <a href=\"https:\/\/www.consilium.europa.eu\/media\/lbem1nm0\/st10730en26.pdf\" target=\"_blank\" rel=\"noopener\">here.<\/a><\/p>\n<p>The proposed framework introduces measures to <strong>remove regulatory barriers<\/strong>, including <strong>harmonised permission procedures and increased digitalisation<\/strong>, as well as to strengthen coordination between the <strong>transport sector and military authorities<\/strong>. These steps are intended to improve the EU\u2019s <strong>defence readiness and rapid response capabilities<\/strong>.<\/p>\n<p>The key element is the creation of a <strong>European Military Mobility Enhanced Response System (EMMERS)<\/strong>, designed to facilitate <strong>large-scale and accelerated transport operations in crisis situations<\/strong>. The proposal also supports <strong>investment in dual-use infrastructure<\/strong> and the protection of critical transport networks.<\/p>\n<p>The Council\u2019s mandate introduces <strong>greater flexibility for Member States<\/strong>, incorporates <strong>military expertise into implementation<\/strong>, and enables <strong>fast-track procedures<\/strong>, including the possibility to activate the EMMERS mechanism within <strong>72 hours<\/strong>.
