The Guidelines are designed to help European cities plan, develop and implement more <strong>sustainable, inclusive and efficient urban mobility systems<\/strong>. The Guidelines are available at this <a href=\"https:\/\/urban-mobility-observatory.transport.ec.europa.eu\/sustainable-urban-mobility-plans\/guidelines-developing-and-implementing-sustainable-urban-mobility-plan-0_en\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>A Sustainable Urban Mobility Plan (<strong>\u201cSUMP\u201d<\/strong>) has become a widely used planning approach across Europe over the past decade. Hundreds of cities have already developed their own SUMPs, supported by <strong>EU policies, funding programmes and a community of mobility practitioners<\/strong> sharing knowledge and practical experience.<\/p>\n<p>The updated Guidelines reflect recent policy developments and are aligned with key EU frameworks, including the <strong>European Green Deal<\/strong>, the <strong>Sustainable and Smart Mobility Strategy<\/strong> and the <strong>new EU Urban Mobility Framework<\/strong>. This alignment strengthens the role of SUMP as a practical tool for delivering EU transport and climate objectives at city level.<\/p>\n<p>The update is also linked to the revised <strong>TEN-T Regulation<\/strong>, which requires <strong>431 urban nodes across Europe<\/strong> to adopt a SUMP by the <strong>end of 2027<\/strong>. This requirement makes SUMP an increasingly important element of urban and regional transport planning.<\/p>\n<p>The revision process started in <strong>2024<\/strong> and was based on a detailed review of existing guidance, current practices and recent developments. The Commission also consulted practitioners and experts to ensure that the updated guidelines respond to <strong>real needs and implementation challenges faced by cities<\/strong>.<\/p>\n<p>Together with the Guidelines, additional reference documents were published, including guidance on <strong>cycling<\/strong> and <strong>Urban Vehicle Access Regulations (UVARs)<\/strong>.
