The initiative responds to growing concerns across Europe, with more than half of city residents identifying<strong> housing as an urgent local issue<\/strong>. Alongside the Proposal, the Commission issued recommendations to<strong> boost housing supply<\/strong> through faster planning and permitting, building renovations, repurposing existing properties, and Housing Acceleration Plans (<strong>\u201cRecommendation\u201d<\/strong>). The Proposal and Recommendation are available at following links: <a href=\"https:\/\/housing.ec.europa.eu\/european-affordable-housing-plan\/affordable-housing-act_en\" target=\"_blank\" rel=\"noopener\">link1<\/a>. and <a href=\"https:\/\/housing.ec.europa.eu\/document\/1306dfef-fdb8-4cb2-93ce-265336891ef3_en\" target=\"_blank\" rel=\"noopener\">link2<\/a>.<\/p>\n<p>The Proposal introduces <strong>the<\/strong> <strong>first common EU framework<\/strong> for<strong> assessing housing measures<\/strong> that affect the Single Market, while keeping housing policy decisions in the hands of national, regional, and local authorities. Its main goal is to provide <strong>greater legal certainty<\/strong> for authorities seeking to address housing pressures.<\/p>\n<p>The Proposal clarifies when local authorities can act to address issues linked to <strong>short-term rentals, second homes, and long-term vacant properties<\/strong>. Any restrictions would need to be evidence-based, targeted, and proportionate, ensuring they address genuine local housing challenges.<\/p>\n<p>To improve effectiveness, the Proposal establishes a common approach for <strong>identifying \u201careas under housing stress\u201d<\/strong> and encourages regular review of local measures.
