The Proposal seeks to address a long-standing challenge: while Europe produces world-class research and talent, many innovations achieve commercial success elsewhere because companies face obstacles in bringing ideas to market. Its wording is available at this <a href=\"https:\/\/research-and-innovation.ec.europa.eu\/document\/download\/961e80de-b6a0-4c34-9b2f-b66ea0bb7ee1_en?filename=comm-2026-567-proposal.pdf\" target=\"_blank\" rel=\"noopener\">link<\/a>.<\/p>\n<p>A key pillar of the Proposal is <strong>improving access to financing for innovative companies<\/strong>. Measures include a common EU framework for valuing intellectual property, a digital marketplace connecting buyers and sellers of intellectual property, and expert support to help companies commercialise their innovations. According to the Commission, these measures could unlock <strong>EUR 10.2 billion in additional annual financing<\/strong>.<\/p>\n<p>The Proposal also introduces a <strong>common approach to research and development procurement<\/strong> across the EU. The goal is to provide greater legal certainty, accelerate the market uptake of new technologies, and make it easier for public buyers in different Member States to jointly procure innovative solutions.
