The communication underlines that <strong>enlargement is a strategic investment in Europe\u2019s security, stability and prosperity.<\/strong> Related information can be found <a href=\"https:\/\/commission.europa.eu\/document\/19022e79-d2b4-4d13-bdc6-0185da92856a_en\" target=\"_blank\" rel=\"noopener\">here<\/a>.<\/p>\n<p>The Commission concludes that <strong>the EU can accommodate new Member States within the existing Treaty and budgetary framework<\/strong>, although some areas will require strengthened administrative capacity and adjustments to policy implementation. The objective is to maintain the Union\u2019s effectiveness as its membership grows.<\/p>\n<p>A key part of the proposal focuses on <strong>governance and decision-making<\/strong>. The Commission recommends greater use of existing Treaty provisions, including a broader application of qualified majority voting in selected areas, to ensure faster and more effective decision-making.<\/p>\n<p>The communication also promotes the<strong> gradual integration of candidate countries into strategic sectors <\/strong>such as <strong>energy, transport, digitalisation<\/strong> <strong>and defence<\/strong> before accession. At the same time, it proposes stronger safeguards to protect EU values and the rule of law.
