Czech BCSD presents its analytical report “Public Procurement and Sustainability”, outlining the proposed changes to European rules on public procurement and concessions and their implications for Czech contracting authorities and suppliers. It provides an overview of the key topics and practical recommendations for preparing for the new public procurement framework.

The report examines how the proposal integrates environmental and social considerations throughout the procurement life cycle – from planning and setting technical specifications through tender evaluation to contract performance and monitoring results. It addresses green procurement, energy efficiency, the circular economy, fair working conditions and responsibility across supply chains.

A key theme is the increased emphasis on quality and demonstrable benefits in tender evaluation. The analysis explains the importance of life-cycle costs, verifiable sustainability data and digital evidence. It also distinguishes between proposed obligations and voluntary tools available to contracting authorities.

The document includes two sets of ten practical recommendations for Czech contracting authorities and suppliers, together with a more detailed overview of the product categories concerned. It provides a basis for updating internal procedures, preparing tenders and establishing cooperation with suppliers.

The analysis reflects the proposal as of 9 September 2026. Its final wording may change during the legislative process.
