On 17 June 2026, the Council and the European Parliament reached a provisional agreement on simplifying requirements for chemical products, including rules on classification, labelling and packaging (“CLP”), cosmetics, and fertilising products.

The agreement forms part of the Omnibus VI  package and aims to reduce administrative burdens for businesses while maintaining a high level of protection for consumers and the environment. It is expected to deliver tangible benefits for both industry and EU citizens.

The key element of the agreement is the alignment of timelines, with the application date of the revised CLP regulation extended to 1 January 2030, ensuring consistency across the three major legislative frameworks concerned. This provides companies with greater legal certainty and more time to adapt.

The targeted amendments address compliance costs and reporting obligations, notably by simplifying labelling requirements and improving formatting rules, while reinforcing safeguards for hazardous substances. The agreement will now need to be formally approved by both co-legislators, i.e. the Commission and the European Parliament.
