On 7 July 2026, the European Commission presented a new Action Plan on Cybersecurity and Artificial Intelligence, setting out a coordinated approach to address the growing risks and opportunities associated with advanced AI models (“Action Plan“). The initiative around the Action Plan brings together Member States, industry stakeholders and EU institutions to strengthen Europe’s cyber resilience while supporting the responsible deployment of AI technologies. The Action Plan further seeks to strengthen Europe’s cybersecurity ecosystem by supporting cooperation between public authorities, businesses and open-source communities, while promoting the development of European AI-powered cybersecurity solutions. The Action Plan focuses on three key areas:
- Improving the evaluation of advanced AI systems;
- Facilitating secure access to cutting-edge AI capabilities for cybersecurity purposes; and
- Creating controlled environments for testing AI applications.
Among the planned measures is the establishment of an EU-level AI evaluation capacity, expected to become operational in 2027, to support independent assessments of AI risks and capabilities, in particular in critical sectors such as energy, transport, finance, healthcare and public administration.
The Commission also aims to reinforce cybersecurity preparedness by encouraging organisations to strengthen cyber hygiene practices, implement security-by-design principles and use AI tools to identify and address vulnerabilities more rapidly.
