On 6 October 2026, the European Commission presented its communication “Preparing for a Wider Union”, assessing the European Union’s readiness for future enlargement and proposing measures relating to EU governance, policies and budgetary arrangements. The communication underlines that enlargement is a strategic investment in Europe’s security, stability and prosperity. Related information can be found here.
The Commission concludes that the EU can accommodate new Member States within the existing Treaty and budgetary framework, although some areas will require strengthened administrative capacity and adjustments to policy implementation. The objective is to maintain the Union’s effectiveness as its membership grows.
A key part of the proposal focuses on governance and decision-making. The Commission recommends greater use of existing Treaty provisions, including a broader application of qualified majority voting in selected areas, to ensure faster and more effective decision-making.
The communication also promotes the gradual integration of candidate countries into strategic sectors such as energy, transport, digitalisation and defence before accession. At the same time, it proposes stronger safeguards to protect EU values and the rule of law. As a next step, the Commission invites the European Council and the European Parliament to continue discussions and institutional preparations for future enlargement.
