On 11 June 2026, the European Commission published the third edition of the Sustainable Urban Mobility Planning Guidelines (“Guidelines”). The Guidelines are designed to help European cities plan, develop and implement more sustainable, inclusive and efficient urban mobility systems. The Guidelines are available at this link.

A Sustainable Urban Mobility Plan (“SUMP”) has become a widely used planning approach across Europe over the past decade. Hundreds of cities have already developed their own SUMPs, supported by EU policies, funding programmes and a community of mobility practitioners sharing knowledge and practical experience.

The updated Guidelines reflect recent policy developments and are aligned with key EU frameworks, including the European Green Deal, the Sustainable and Smart Mobility Strategy and the new EU Urban Mobility Framework. This alignment strengthens the role of SUMP as a practical tool for delivering EU transport and climate objectives at city level.

The update is also linked to the revised TEN-T Regulation, which requires 431 urban nodes across Europe to adopt a SUMP by the end of 2027. This requirement makes SUMP an increasingly important element of urban and regional transport planning.

The revision process started in 2024 and was based on a detailed review of existing guidance, current practices and recent developments. The Commission also consulted practitioners and experts to ensure that the updated guidelines respond to real needs and implementation challenges faced by cities.

Together with the Guidelines, additional reference documents were published, including guidance on cycling and Urban Vehicle Access Regulations (UVARs). These documents support cities in integrating specific mobility measures into broader sustainable urban mobility strategies.
