Nearly 20 participants — project partners including CTU Prague, Czech BCSD, Bug HUB, Dieder, Skanska, and the Transport Construction Centre — met at CTU. The project is supported by the Technology Agency of the Czech Republic (TA CR).
Project Objectives and Focus
The objective is to unify and optimize the determination and comparison of carbon footprints for transport infrastructure managers so that they comply with:
- Act No. 134/2016 Coll., on Public Procurement (as amended)
- EU Taxonomy requirements for infrastructure construction
- CSRD/ESRS directives
- Construction Products Regulation
- Climate Proofing of investments according to EIB standards
The solution includes a multi-criteria assessment of the methods and databases used. Depending on market possibilities, established practices of infrastructure managers, and current legislation, this will enable the selection of the most suitable technical solution during the design phase, taking carbon footprint into account.
The main outcome of the project will be a certified methodology for comparing technical solutions and for incorporating carbon footprint as a criterion in public procurement.

Fulfilment of Programme Objectives
A key aspect is strengthening the role of non-financial criteria in the evaluation of technical solution variants. This enables decision-making based not only on economic efficiency (price) but also with consideration of environmental aspects.
Today, the carbon footprint parameter is regarded as the primary measurable indicator of climate change adaptation and environmentally responsible public procurement.
