On 18 February 2026, the Chamber of Deputies of the Czech Parliament sent out parliamentary dossier No. 113/0 containing the government bill on the ecodesign of products and on the exercise of state administration in this area („Bill“). The main purpose of the Bill is to adapt the Czech legal order to the EU Regulation 2024/1781 on the ecodesign of sustainable products and to ensure its practical application in Czechia, which consists in particular in the introduction of the regulation of the so-called digital product passports (“DPP”). The Bill responds to the new European framework, which is no longer focused only on energy consumption, but also on the longer lifespan of products, their repairability, recyclability and the overall environmental footprint, especially the product’s carbon footprint. Conceptually, the European regulation applies very broadly to physical goods placed on the EU market, with specific requirements to be gradually established for individual product groups; the first wave is expected to include, for example, textiles, steel, mattresses, furniture or tyres. The proposal mainly determines the supervisory authorities and their powers, introduces a single point of contact, regulates the obligation to provide product documentation in the form of a DPP with a QR code in the Czech language, addresses the status of testing laboratories and defines offences and sanctions. It also includes changes to related laws; it is to come into effect immediately after publication, because the EU regulation has been in effect since July 2024.
The subject matter of the Bill relates to the Czech BCSD project entitled “Ecodesign and digital product passports as tools for waste prevention and higher plastic recycling”, which focuses on supporting ecodesign and the implementation of DPV in small and medium-sized companies in the Czech Republic with the aim of increasing the material efficiency of products, reducing waste and improving the recycling of plastics and packaging. It is financed with state support from the Technology Agency of the Czech Republic and the Ministry of the Environment of the Czech Republic under the Environment for Life 2 Programme. The project runs until the end of 2026.
